Guilunhui (傀輪会 Kairin-kai , "Grand Secret Society") is the secret society that oversees Outlaws in Eastern Asia with its known headquarters located in Beijing, Hong Kong and Shanghai.
Function[]
The society's emblem is a red circular dragon (朱の団龍 Shu no Danryū ).
Unlike the Dorel Party and other western Outlaws, which has Flame Haze as its core members, the Guilunhui is led by humans; the chosen group of humans who take control of the society are called Elders (大老 Tairō ). All Flame Haze of Guilunhui follow the strict codes created by human members; they always use weapon-shaped Divine Vessel and dress in suits with sashes of the color of their contracted Crimson Lords' flame.
One of the headquarters of Guilunhui, the Shanghai Outlaw Headquarter (上海外界宿総本部 Shanhai Autorō Sōhonbu ), was located in the Bund; it was an Art Deco high-rise building, designed to be hidden from the street.
Recent events[]
In the prelude to the Second Great War, distrust towards the chaotic European Outlaws (resulted from the annihilation of both Kubelík's Orchestra and Monteverdi Choir) led Guilunhui to arbitrarily assemble most of Flame Haze from East Asia into a single, combined force. They aimed to lure out the Bal Masqué force led by Sydonay and prepared for a decisive battle at the Shanghai Outlaw Headquarters. However, despite the combined force's readiness, they suffered a total defeat within a single night; this resulted in the combined force's complete annihilation. The Shanghai headquarters was also devastated from the battle. Although the Elders managed to escape (excluding Xiang Xin), they lost a significant number of their experienced Flame Haze, including Yu Xuan, Fan Xun and Ji Chong.
This defeat created an emergency state within East Asia as it was left completely unprotected except for Japan, which was an independent district from the mainland. Furthermore, the lost of Chinese Flame Haze, who excelled in group combat, had inflicted enormous damage on the operational units for the upcoming battles.
Guilunhui's catastrophic defeat and Bal Masqué's declaration of war created an extreme crisis, leaving the Flame Haze with no room for internal conflicts. This led to Sophie Sawallisch taking complete control, unifying the chaotic Outlaws and Flame Haze globally.
As a consequence of their arbitrary blunder, Guilunhui was burdened with the responsibility to restore their honor and secure achievements for the post-war period. This was apparent through their active participation in the Second Great War, where they vigorously cooperate and engage in numerous operations throughout the war.
The Elders, driven by desires to redeem the disgrace of the war at Shanghai, became the main proponents of Operation Calm. Also, in Operation Ebbing Tide, they selected operatives such as Dong Ming, who could speak Japanese, to be dispatched to Tendōkyū to assist Keisaku Satō, who was accompanying Margery Daw.
Following the defeat of the Flame Haze Army, Guilunhui aimed to seize post-war leadership by trying to keep the Army's remaining troops in Wuhan. However, their plan was thwarted when Rebecca Reed managed to capture Tendōkyū and escaped the city.
Two months after Shana's group departed for Xanadu, contractors backed by Guilunhui began to salvage the Shrine of True Ruler's wreckage from the Mana River's depths.

- Xiang Xin (Human/Deceased) an allusion to Xiang Yu, the Hegemon-King of Western Chu.
- Yu Xuan (Flame Haze/Deceased) an allusion to Consort Yu or Yu Miaoyi, the concubine of Xiang Yu.
- Fan Xun (Flame Haze/Deceased) an allusion to Fan Zeng, the military and politic advisor of Xiang Yu.
- Ji Chong (Flame Haze/Deceased) an allusion to Ji Bu, a general who served under Xiang Yu.
- Liu Yang (Flame Haze/Deceased) an allusion to Liu Bang, the king of Han who later defeated Xiang Yu and ascended to become the first emperor and founder of Han Dynasty.
- Dong Ming (Human/Alive) an allusion to Dong Yi, the general who once served the Qin Dynasty before its fall. He later surrendered to Xiang Yu and joined him.
Trivia[]
- The first character, Gui (傀 Japanese: Kai ), has many meanings such as "gigantic" and "puppet". Also, the character is composed of two radicals: "human" (人 hito ) and demon/monster (鬼 oni ) which may be a reference to a Flame Haze's powers and abilities which are above those of an ordinary human's; thus they are the "monsters in human shape".
- Guilunhui was modeled after a real organization that was devoted to the mission of "Overthrowing Qing and restoring Ming".
- Interestingly, all the surname of the members of Guilunhui are taken from real people who lived during the Chu-Han contention.
