Part 3: Outlaw Edition (第3回「アウトロー」編 Dai 3-kai 'Autorō'-hen ) is the third episode of Friagne and Marianne no Naze Nani Shana! covering the second season of the anime series, and fifteenth overall. It was released on the third Shakugan no Shana Second DVD volume.
Summary[]
The topic of this episode was Outlaws, which were extremely troublesome for Denizens. Marianne's understanding was that Outlaws were institutions that support Flame Haze. This was true, but looking at the bigger picture, they were an organization that had built those institutions around the world. Friagne explained that their primary purpose was to be places where information could be exchanged. Information such as the last known locations of Denizens around the world and Denizens' appearances and abilities are shared and exchanged between the institutions worldwide. The effects of this were that Outlaws allowed Flame Haze to find the targets of their revenge much easier, they can send out warnings about powerful enemies, they lower the rate of Flame Haze deaths by making the characteristics, skills and abilities of Denizens well known, and they can send reinforcements and other support from nearby for emergency situations, among other things. Friagne commented that information was the most fundamental and important part of battle.
Marianne asked what Outlaws do besides exchanging information. Friagne split their remaining activities into two categories. The first was arranging means of transport for Flame Haze to travel around the world, and the second was supplying funds for them to operate. Marianne found it strange that the superhuman hunters used human transport and funds. Friagne revealed that Flame Haze even used horses in the past. Human transportation was fast, convenient, and more comfortable than running, while money was needed to smoothly infiltrate the Human World. This was also true for Denizens.
Marianne pointed out that Flame Haze were meant to dislike being in groups. Flame Haze were generally avengers and therefore against cooperating with others. Friagne stated that Outlaws used to be just gathering spots for them and it was only in the last century or two that they had begun working together to the extent that they can be called an organization. He quizzed Marianne as to why and she responded correctly that as human civilization developed, the Flame Haze produced from it began thinking in new ways. One new way of thinking that was implemented was to have humans participate in managing Outlaws, and they were usually given work suited to human society, such as the management of funds and clean-up after battles.
Marianne wondered why Denizens don't attack Outlaws. Friagne agreed that it rarely happened, as they were hideouts where several Flame Haze would be present. Only the brave, the foolish, or large organizations would dare do so. Marianne thought that "Flame-Haired Burning-Eyes" appeared to have almost no involvement with Outlaws. Friagne attributed this to her short career thus far and having few Flame Haze acquaintances, and thought she wouldn't approach Outlaws because of her lone wolf personality. He thought of her as an unusual Flame Haze in modern times.
Marianne informed Friagne that the program was nearly out of time and he asked for the topic of the next episode. The next topic was the word referring to both the mysterious Western armor Denizen and the Flames Yūji Sakai displayed when using an Unrestricted Spell, "Silver". Friagne thought it was a difficult topic.
